Is it ever good marketing sense to undercut your competitors’ rates in the NEMT business?

Part of me thinks it’s a good idea. After all, everyone seems to be bargain shopping these days. I’m thinking that this strategy may hurt short term, but in the long run I should get more of the market share. And since my target market is the elderly, who often live on fixed incomes, I could feel good about charging less.

The other part of me gets nervous at the thought of underselling my service. Since I’m a newbie, I don’t have a good grasp about operating expenses or unforeseeable debt. My largest competitor has been around for over 25 years, so he obviously has a better understanding about the cost of doing business. Maybe I should match his rate?

I read in your ebook that you encourage discount coupons for frequent riders. I’ve also noticed others on this forum have used this strategy. In your opinion, why is a coupon a better choice than lower rates? And how do you (easily) keep track of each customer’s transports?

I’ve been stalled over this question for quite some time. I look very forward to hearing your answer, Joel. I’d also love to hear from other forum members on how they determined their rates or discounts.

Thank you in advance!

Hello Joel,
I am in the beginning stages of starting my NEMT business and am in the marketing phase. By chance, I met a gentlemen who was disabled and we became friends. He has been receiving medicaid paid transportation through our county’s social services office. Because he wanted to help me out, he provided me with the number to his case worker in hopes that I could begin transporting him instead.

When I called the case worker, I was told that most counties now had a pool of providers that they exclusively contract through. New NEMT businesses, such as myself, would have to wait until one of the other providers left the pool or were discharged — something she did not foresee happening anytime soon.

Because I was curious, I contacted three nearby counties to see if they, too, contracted through only a handful of providers for their medicaid clients. I was disappointed to find out they did.

Since this discovery, I have met three other people who, because of their disabilities, are receiving medicaid paid transportation. Each has asked their caseworker if I could transport them instead and was told “NO”.

I don’t plan to build my business exclusively on medicaid funded clients, but this experience has been discouraging. Is this practice prevalent in counties across the country, or is this happening only in MN?

Your thoughts are very much appreciated!

I would like to start a NEMT business in Hudson Valley NY and am in the very beginning stages of doing so. Ive noticed that recently there have been more then a handful of NEMT business for sale, most are in the 5 boroughs and Long Island but there are about 2 up this way. Im nervous now to continue with the process of getting my business started for fear of there being something Im not aware about thats happening. Why would these suddenly all be for sale? Is there a change coming in the field that will be undesirable for this business? I did see an article about taxis being able accommodate and transport wheelchairs. Do you have any information or knowledge of changes coming along? I really dont want to spend time and money on something that is going to fail. Thanks!

I recently posted a question about the use of discount coupons. The issue was I was told I can not use them because of my established tarriff rates in NY. The response I got back from Joel was who is feeding you that crap. Don beleive it etc. I loved the response but I still have concerns. The person who told me I can not use the coupons was a DOT auditor who was at my office doing an audit on my trip sheets etc. After the audit I could not believe this was true, so I called the DOT office and spoke to the woman in charge she confirmed what the DOT auditor said I can not use Coupons. She went further and consulted with a state attorney and got back to me with the confirmation that I could not use discount coupons. You can see how the conversations I had with NYSDOT and your response have me conflicted. Frankly it kind of ticks me off that I can use this as part of my marketing plan. Who is the looser here the coupons benifit every one. Thank you for your input.
